... More than just a Suit and Tie Councilman ...
Councilman William H. Beale, of Marlorville Road in the Hughsonville hamlet within the Town of Wappinger, is no stranger to public service. As the former fire chief of the Hughsonville Fire Department, located in the center of Ward 1, he is responsible for establishing the department’s first responder program, in which the fire department responds to life-threatening medical emergencies with a heart defibrillator. Beale has been decorated with several lifesaving ribbons in addition to Dutchess County's highest volunteer firefighter commendation, for risking his life to rescue a town resident from their burning home in February, 2001. He currently serves the department as an active volunteer firefighter and emergency medical services lieutenant, as well as the fire company President. 

Mr. Beale is a member of the Dutchess County Fire Chief's Council and the New York State Association of Fire Chiefs. He was selected to serve on the Dutchess 911 Center Campus Master Plan Committee and is a New York State Certified Fire Investigator assigned to the Dutchess County Department of Emergency Response. As an investigator, Beale has worked cases in all areas of Dutchess County, including high profile cases, such as the Bethel Baptist Church fire in the Village of Wappingers Falls, the quintuple homicide / arson in the Town of Fishkill, and he was on scene at the Hudson River Psychiatric Center structure fire. Beale's expert testimony before the Dutchess County Grand Jury has led to two arson convictions, resulting in jail time for both offenders. Most recently, in 2009 and 2010, Beale was part of a team of investigators responsible for the investigation, evidence collection, and subsequent arrest of an alleged serial arsonist in southern Dutchess County.

As a Councilman, Beale has made it a point to be visible and proactive. He has attended and spoken at many community events and works hard by visiting residents with concerns personally. Councilman Beale has attended the New York State Association of Towns Training School and Conference in Manhattan each year since being first sworn in 2007. He has served as the town's voting Delegate, representing the interests of the residents of the Town of Wappinger before the State Association, each year. In 2009, Beale was nominated and selected for the prestigious Greater Southern Dutchess Chamber of Commerce "Forty Under 40" Mover & Shaker Award. Currently, Beale serves on the selection committee for this young professional honor.  

In his fourth year on Town Board, Beale has worked hard to tackle issues within our Town.  He spearheaded an initiative to better control the chaotic process of vehicle towing from emergency scenes by sponsoring a local law preventing tow trucks from "chasing accidents". He also worked to create legislation preventing out-of-town commercial ambulance services from soliciting our residents for business by circumventing 911,  within the Town of Wappinger.  As an EMT, Beale understands the importance of early defibrillation in cardiac arrests, and has placed automatic defibrillators in all town parks that host summer camp activities, in addition to town facilities.

In 2010, Councilman Beale sponsored a resolution designating all town parks and playgrounds as tobacco-free zones, making the Town of Wappinger the first town in Dutchess County to declare town parks smoke-free. Councilman Beale and his fellow Board members were recognized by Smoke-Free Dutchess for their proactive efforts.

Also in 2010, in an effort to improve accountability, Councilman Beale sponsored a local law creating attendance and training requirements for members of town appointed boards, including the Planning Board and Zoning Board of Appeals.

On September 11th, 2011, Councilman Beale was joined by the family and friends of fallen soldier, Sgt. Mark C. Palmateer, at the future site of the Sgt. Mark C. Palmateer 9-11 Memorial Park on the corner of Route 9 and Old Hopewell Road. Sgt. Palmateer was the first Dutchess County soldier killed in the War on Terror. A 13 foot piece of steel recovered from World Trade Center was escorted into the site by the firefighters, police officers, and EMS workers who protect the citizens of the Town of Wappinger. The new park will be constructed in coming months and a dedication is expected in 2012.

Councilman Beale has served on several Town Board Committees, including: the Recycle Center Committee, the Buildings Committee, the Safety Committee, the Carnwath Events Committee, and the Town-wide Disaster Committee. Beale also serves as the Town's liasion to the Grinnell Library Association as well as the Town Fire and EMS Coordinator.

After being re-elected in 2007, Councilman William H. Beale was appointed Deputy Town Supervisor on January 1st, 2008. As Deputy Supervisor, Beale works closely with the Town Supervisor on all town-wide issues.

 COUNCILMAN BEALE RECEIVES
PRESTIGIOUS "TOP 40 UNDER FORTY" AWARD
 

Councilman William H. Beale, Deputy Supervisor of the Town of Wappinger, was one of the 40 recipients chosen to receive a 2009 "Mover & Shaker" Award.

The Greater Southern Dutchess Chamber of Commerce honored young and rising business stars on Monday, March 9th at it's Fourth Annual "40 Under Forty Shaker Awards".  Each of the honorees received an engraved silver martini shaker in recognition of their motivation, drive, and willingness to succeed in business, as well as for their support of community initiatives. 

The Chamber received more than 100 nominations for the award this year. The recipients are selected by previous Forty Under 40 Winners.  

The event was held at the Mid-Hudson Civic Center in Poughkeepsie, with a crowd of over 800 attending.

       ... "Taxed Enough Already!"


Councilman William H. Beale served as the Master of Ceremonies at the "Independence Tea Party" at Dutchess Stadium on Monday July 6th, 2009, an event coordinated by the Fishkill Tea Party committee. The event featured a multitude of speakers who spoke about solutions and alternatives to increasing taxes. Over 5000 people have attended the two Tea Parties organized by this energetic committee of volunteers.

The event featured musical entertainment by the River Church Band in Poughkeepsie as well as local singer/songwriter Chris Cassone. New York State Assemblyman Greg Ball also paid a visit and got the crowd pumped up!

As a 13 year veteran emergency medical technician, Councilman William H. Beale frequently takes his 'political hat' off and routinely provides medical care at emergency scenes as Emergency Medical Services Lieutenant for the Hughsonville Fire Department.
